With the Rebs in the North as they are, 4SPs in the East will only be available and two more SPs are lost from reinforcements for Harrisburg and Philly are Reb PC'd. So that means Yanks only get 8 in MidWest & Ill/STL....

You'll need to put your thinkin cap on and play the cards...maybe a hefty $ amount to the dealer? :-)

McClellan's ratings are 0 - 2...so he will be attacking as an army commander with a 0 (offensive rating) and 1 more Gen...so only a +1 modifier.

If you attack as a Corps, Little Mac may take another commnder with him to the attack, but it will not be calculated in the attack so will attack with NO modifiers.
