Under Rule 10.21, the maximum number of units that can stack in a city is 8. And you already had 7 units in Munich at the start of this impulse. Thus, you would have hit the ceiling after adding the full-strength Merc you got for your first roll.

So, I think there are two ways we can proceed.

(1) You accept the existing result and add just the one Merc. It's still not a bad or an unreasonable result, as your experience with using a 3 Ops card for recruitment at the end of last turn reflects. (Or as my total whiff trying to recruit Militia for Bethlen Gabor with a 1 Ops card just now likewise reflects.)

(2) Or: You can return the card to your hand and reconsider your card play, in light of what you now know.

Just let me know.

Before we get going on Turn 2, I noticed that I forgot to propose including Rule 19.10 in the Optional rules, which allows the Protestant player to also get the FAPs when you play the "Richelieu Becomes Chief Minister" card for the Event. Otherwise, you have to play a second card later in the same turn in order to get the benefits of French support, which doesn't make much sense in historical terms (because once Richelieu decides to support the Protestant cause, he presumably would do it in some meaningful terms, not just send a message to that effect).

20 4/1/2020 1:05:00 PM 1620-1621 Protestant Message Actually, Chris, I don't think Areas can ever go to being neutral under Rule 3.13. They remain under the control of whomever previously controlled them until the opposing player has taken enough cities to switch control. Thus, under the current circumstances here, with the Palatinate's 4 cities being split 2-2, Protestant control would remain until you took a third city. And logic supports that, as in this case, with the region evenly divided between the Protestants and the Catholics, the one thing it isn't is neutral!

However: in your last move, you could have (literally) gotten more mileage out of Spinola than you did. As long as you leave behind the requisite number of CFs to maintain the siege, your leader and part of his forces are free to move off and take care of other business.

Thus, in this case, you could have moved off with Spinola and one Vet, converted Landau (MP 1-2), and then returned to the siege lines outside of Mannheim (MP 3) before continuing to Oppenheim (MP 4-5) and converting that, and then returned to Mannheim for the siege assault (MP 6). As long as you have a leader in the besieged place at the end of movement (Rule 13.21, 2nd bullet), you can proceed with your siege assault.

Note, BTW, per Rule 13.21 4th bullet, that you don't have to have a leader present however to do a siege roll during the Continued Siege Segment of the end phase.

So, here, why don't you take a mulligan, we'll assume that Spinola marched off and converted Landau and Oppenheim, and thus you have conquered the Lower Palatinate and get +3 VPs, taking the tally back up to 21, I believe.

Note again, however, that flipping control of the Lower Palatinate as a whole does not give you control of Heidelburg pursuant to Rule 3.12, 1st bullet. You would still have to besiege that if you wanted to take it.
