537 2/7/2021 5:14:00 PM 206-204 BC Carthage Message Dave, I am always loath to question your knowledge of the rules of this game, and thus I may be missing something, but I think Carthage should get the two additional BCs for Western Numidia in this battle, not Rome.

Based on Rule 19.1 (at least of the Valley Games edition), it appears that the only way to get Political Control of a space is with a PC ("A player controls a space if he has a PC in it."). Military occupation alone doesn't seem to do it. And then under 14.2, there doesn't seem to be any way you can get BCs for Western Numidia without having enough PCs for Political Control. You have Icosium, of course, but that's only one space out of five.

If my understanding is correct, then the number of battle cards for each side should be:

Carthage: 5 for CUs +3 for Hasdrubal +6 for Allies = 14

Rome: 2 for CUs +2 for Nero +1 for Interception = 5
