In this particular instance, it is arguably riskier for me than you since I have a 1/3 chance of failing the withdraw on the re-roll while you have a 1/6 chance of me succeeding on the intercept re-roll.

The rule is 5.66, moving generals. There is a part in there about moving without SPs:

"A general moving without SPs may not enter enemy-controlled spaces (whether in enemy, neutral, or friendly controlled states) even if the enemy controlled space contains a friendly SP or fort."
