- Blockade reiforcement in New Orleans is not possible because the port is closed (USA SP in Fort P-J), so the reinforcement arrives to Sabine. Then:
1SP in New Orleans and 3SP in Sabine

- Becasue there is Smith in Appomatix, you has to let at least 1SP there. Then:
1SP in Appomatox nad 3SP in Richmond

- According to the rules 10.61, there must be at least 1 SP per general in the space when new generals are placed. So in Richmond, you can ony have 3 generals : AS Johnson, Stuart and now Wheeler. So Beauregard, J. Johnston and Pemberton must be placed anywhere.
I assume they go all to Raleigh (with Lee). It is possible because there is 6SP there.
