If played by the Confederate, he draws a card from the Union hand which is discarded, and the Union player follows the instructions of this card as his next card play.

97 5/10/2020 6:34:00 PM Fall 1861 Confederate Message Forward to Richmond is an extremely dangerous card, particularly for the USA at the start of the game. You aren't compelled to use it - you can always build more forts in the north east.

It really depends on how much risk you want to take, putting my army OOS is good (if you can do it), but leaving Washington undefended is bad. Likewise, you need a lot more to stop me taking PA, NJ & DE.

Because if I can have them seperate what you state makes sense. But if not, I have to destroy AOP because you will easily take DC if I leave 1 sp there
