The Strategy Rating of the general being activated for the Corps move determines the OC cost. Any general in a space may be activated, not necessarily the general with the highest political rating, but if an additional general moves with the Corps from the activation space, his political rating must be equal to or lower than the activated general. Once a Corps leaves its initial activation space, generals who have higher political ratings than the active general commanding the Corps can be picked up and dropped off, but the active general is still in command. During the course of the Corps activation, SPs and the accompanying general may be dropped off and picked up, but the organizational restrictions in 5.34 must be met by the end of the strategy round.

Re the attack in the Virginia.....

If you look at the last line on 96 and then look at logs 97 98 you'll see my attacks. .... If you want to redo them or want me to redo them I'm ok with that too.

If I cannot do that, I'll go north first with all the SPs and pray that you don't intercept me. I'll drop an SP there, go one space north/west drop an sp, come back toward Louisville and end again in the adjacent hex with 2 SPs -- assuming your interception failed.

First, I can cross Louisville, as I have a fort in that hex.

I want to place 3 PC markers in Indiana. If Bloomington has 6 SPS, I would have crossed the river, drop one .....Oh wait....you have a leader there. If he is a zero defense leader, I will go a space north, back to where I crossed, then a space east, and then end with 2 SPs across the river from Louisville KY.

Does that make sense?
