At the bottom I have the option to Mulligan:
80 4 / Nelson

89 5 / Persian War
The Russian must place a leader and two Formations on this Foreign War card. Reduce Russian Reinforcements by 2 CPs while this War remains in play.

Gain CPs equal to a die roll. If France controls Venice, place an available French Squadron there under a Naval Build marker and remove this card from the game. A Neutral Proxy will play this event only if France controls Venice.

Drawing in ACTS is always by Movement Track Order not Impulse Order.
So in a two player game Britain will always draw before Austria and Russia and France will always draw before Spain

France always does the card draws for any neutrals, so if their key count has changed for any reason the French player has to account for that

hello gareth, When I drew the 6 cards for france it seems to have drawn the cards for spain which I guess is ok and the other neutrals, which may or may not be ok.
