The fort at Dover denies union naval control beyond that point on the river. Ratio is 6-2, so 3-1. With Pope +1 and Ratio +2 for +3 to attacker. Defender is +4. +2 for fort and +2 for USA OOS. Medium battle. USA 2* result on 4-6 roll, CSA 3 result on roll of 4-6. Also ASJ has chance to intercept.

b) Move to Staunton, stop
3) Activate Fremont
a) Move to Springfield, IL, collect 1 SP
b) Return to St. Louis, 3 SP
c) Move to Ironton, leave 1 SP
d) Move to Rolla, stop w/ 2 SP
