Just because you activate a general does not make him in Charge after he stops moving, he was in charge of the move not necessarily what comes later. So what you are saying is if I combined two consular armies the one moving would be in charge if later attacked? that is not how it is played.

Anyway, luckily it usually does not make much difference either way!

18.2.3. If a Carthaginian Army attacks this Army, the Carthaginian player must make a Change of Command Die Roll.
