As much as it pains me to say it, on a technicality we must make some adjustments here. It was the Confederate player's choice whether to call an interception at Bowling Green or at Clarksville. The Union player rolled the Bowling Green intercept without the Confederate player's consent. Since there were two choices of where to try the intercept, and since the Confederate player was denied the choice, it is lawful for the Confederate player to make the choice first on Bowling Green, then (if not attempt there) to opt to try to intercept at Clarksville.
