Either player can play this card as an EC when Confederate SW is 110+. If this is the last card in a players hand or the second to last and the player holds the Emancipation Proclamation, if the condition is met, it must be played as an EC, if not it can be played as an OC. EFFECTS: 1. Union Blockade reduced by one (cannot become greater than 4 for the remainder of the game). 2. Union -2 SP Reinforcements for the remainder of the game (Union choice). 3. Union SW reduced by 10. Remove from deck if event is played. If card is played as an OC or discarded re-shuffle deck at end of the Strategy Phase.

As general rule, if event can be played that is more favorable than its equivalent OPS, you should play event.

For Csa:
any 3sp or 2sp reinforcements card should be used as event instead of its equivalent 3OPS or 2OPS action.

Same thing for campaign card (because allow you to move 2 or 3 distinct forces) unless you have multiple campaign cards where you can afford to use one as 3OPS.

For USA:
same advice for reinforcement and campaign cards.
In addition, USA inherent naval superiority means play AA (amphibious assault) cards as events.

In addition, USA should always try play blockade cards as events to strangle Csa.

Welcome to Ftp community! No problem with explanations and rules.
Dp = drop
Pu= pull up
Sp= strength point

Aop start with 5 in dc, so it started action by drop 1 in dc, move with 4 = Aop(4), army can move 6 move points (mp),
first mp drop 1 sp in Fred(2) = 2sp total remain
Second mp pull up 2sp in Harper Ferry (HF) so it is empty
Third mp = Aop (5) with 5 sp attack JJ(1) with 1 sp for medium battle

JJ= Joe Johnston has option to attempt retreat first with roll 2 or less (his political rating 2). If fail retreat, then medium size battle (at least 6 sp total from both sides)

Sorry but i do not know what your message means, i dont know all the shorthan for the log... this is my first game of FtP which doesnt help as i have no familiarity with the gameplay :)
So if you can point me at a legend for the shorthand please.
I tried to find one on the tourney site but couldn't see it.

React-roll retreat and/or battle. I let defender roll usually, unless no possible card play to speed up game.
You need to draw cards, and can possibly react with battle or interrupt-intercept card event.
