Since you’re newbie I’m giving you some advice. As general rule, if event can be played that is more favorable than its equivalent OPS, you should play event. For Csa: any 3sp or 2sp reinforcements card should be used as event instead of its equivalent 3OPS or 2OPS action. Same thing for campaign card (because allow you to move 2 or 3 distinct forces) unless you have multiple campaign cards where you can afford to use one as 3OPS. Specific strategy article for Csa https://markherman.tripod.com/csastrat.html For USA: same advice for reinforcement and campaign cards. In addition, USA inherent naval superiority means play AA (amphibious assault) cards as events. In addition, USA should always try play blockade cards as events to strangle Csa.
