You need to first form army with at least 2OP card, then next action can move army and convert space,etc. Or you can just use 3OP to move McClellan as corps (6sp max) to dp sp in Fallmouth, Lexington, and attack Frankfort, etc. |

Aop has 1MP remain to end in Frederick, which is chokepoint for USA defense because Csa force must take it to attack DC. Aop always should end move in Frederick vs Harper Ferry. Feel free to change your move. If worried about defending Harper Ferry, dp 1 there and end Aop in Frederick (4). |
