Yes, as it assumes riverine movement passes by units unless they have cannons as represented by forts or ironclads. The only piece I'm not sure about if there's sp's in the spaces that connect to inland space like Springfield LA, whether that cuts off LOC...

In ACTS Message #137, even after accounting for War Weariness, you calculated it as 95-. And that's the number you showed when you went around the map in ACTS Messsage #139.

However, when you went around the map again in ACTS Message #153, you changed it to 90-. I didn't notice it at the time. But should it have still been at 95-?
