Looking on my map, I see that (barring AOPs successful intervention rolling one or playing an intercept card) a Confederate play of opening campaign allows me to march into Philadelphia where the new Union capital has been established.

I see only 2 sp in Manassas, 1 sp in Baltimore and 1 sp in Philly (where the capital is).

If this is an oversight or typo, I'll let you to change the place of your capital.

If I am mistaken about map situation, please correct me.

I'll decide whether I'll campaign or not after your response.
