I could be totally wrong, but I am not sure the ones in Wilmington and Savannah are terribly useful there, as they are already protected by forts and they aren't exactly high priority invasion locations. My advice would be to relocate those two to Sabine TX and Columbus GA, which would be higher priority targets for the Union.
