You`re right. At home I have the first edition where both sides use 2 or 3 OC to build forts. And I am just used to it and sometimes miss some rule changes. I had in mind to have played the previous 2 OC, so 1 OC would be insufficient OC anyway. In general I don`t know if I like the 2nd edition rules. On one hand, not being able to raid converted Border states is surely pro Union. On the other hand converting states is now more difficult since you need to cotroll all resources and BR ports.
