Hate to say it but it's more complex than you think. Lee is in Louisville which is not an original CSA State. Hmm, I just noticed that we both rolled for that last battle in Columbus I think tournament rules would specify the first set of dice (which as you say, the result was the same), though that could lead to the possible incongruity if one of us rolls the battle first and the other rolls the aftermath first. A better rule of thumb should be that the non-active player wait 5 minutes before rolling any battle dice, especially if it seems there is near-simultaneous play at the time of the combat announcement.
