I realize that the LOC issue has always been clear that way. For example, if Fremont moved to attack Columbus with the first card play, he would have LOC through a vacant Paducah. We're all used to tracing supply thru vacant spaces in the 3 border states. The difference is that strategic movement requires friendly spaces, whereas Rule 11 says LOC, which brings in 8.1. |
